But it turned out to be a miserable scheme of giving loans to the poor with an element of subsidy for some small asset like a buffalo. In the beginning the poor were not even aware of it and better-off farmers got the buffaloes in the name of their servants who were just asked to affix their signature/thumb impression on the application form. There were cases when corrupt lower functionaries at the block level misappropriated the loan on the basis of fake applications. When the racket assumed serious proportions it became mandatory to affix a photograph of the applicant but this did not end the mischief In rural areas there are indigent persons who need small sums to meet their daily requirements or to repay small consumption loans. A small amount used to be paid to them for signing the application form; the loan amount would be withdrawn; the subsidy, usually 331/3 per cent of the loan, would be pocketed and the rest paid back to the bank. Thus targets were fulfilled and the recovery was cent per cent as also speedy and the corrupt village development officer (VDO) would get approbation for overfulfilment of targets and more importantly for quick recovery of loans. Incidentally, VDOs were previously known as 'gram sewaks', i.e, village servants. They resented being called 'gram sewaks' and considered it derogatory. They agitated for a change in their designation and now they are known as village development officers. The authors identified more than 120 cash transfer programs that were implemented between 2000 and mid-2009 in Sub-Saharan Africa. These programs have varying objectives, targeting, scale, conditions, technologies, and more. A sizable number of these programs conducted robust impact evaluations that provide important information, presented here, on the merits of cash transfer programs and their specific design features in the African context. The authors present summary information on programs, often in useful graphs, and provide detailed reference material in the appendixes. They highlight how many of the cash transfer programs in Africa that had not yet begun implementation at the time of writing will continue to provide important evaluation results that will guide the design of cash transfer programs in the region. In addition to presenting data and analysis on the mechanics of the programs, the authors discuss issues related to political economy. They highlight the importance of addressing key tradeoffs in cash transfers, political will, and buy-in, and they emphasize the need to build evidence-based debates on cash transfer programs. Useful anecdotes and discussion illustrate how some programs have dealt with these issues with varying degrees of success. This text will serve as a useful reference for years to come for those interested in large- and small-scale issues of cash transfer implementation, both in Africa and beyond. However, the book is not an end in itself. It also raises important questions that must be addressed and knowledge gaps that must be filled. The UK government - has noted the public health importance of food - prices and the affordability of a healthy diet. Yet, - methods for tracking change over time have not been - established. We aimed to investigate the prices of - more and less healthy foods over time using existing - government data on national food prices and - nutrition content.

- Methods

We linked economic data - for 94 foods and beverages in the UK Consumer Price - Index to food and nutrient data from the UK - Department of Health's National Diet and Nutrition - Survey, producing a novel dataset across the period - 2002–2012. Each item was assigned to a food - group and also categorised as either “more - healthy” or “less healthy” - using a nutrient profiling model developed by the - Food Standards Agency. We tested statistical - significance using a t-test and repeated measures - ANOVA.

Results

The - mean (standard deviation) 2012 price/1000 kcal was - £2.50 (0.29) for less healthy items and £7.49 - (1.27) for more healthy items. The ANOVA results - confirmed that all prices had risen over the period - 2002–2012, but more healthy items rose - faster than less healthy ones in absolute - terms:£0.17 compared to £0.07/1000 kcal per year - on average for more and less healthy items, - respectively (p<0.001).

- Conclusions

Since 2002, more - healthy foods and beverages have been consistently - more expensive than less healthy ones, with a - growing gap between them. This trend is likely to - make healthier diets less affordable over time, - which may have implications for individual food - security and population health, and it may - exacerbate social inequalities in health. The novel - data linkage employed here could be used as the - basis for routine food price monitoring to inform - public health policy.

This misconception is based on a comparison - of like with unlike. Studies of income distribution - for most countries are based as they should be - on household income data, while corresponding - studies of income distribution for {I}ndia are based - on household consumption expenditure data, and it is - well known that consumption expenditure, by its very - nature, is less unequally distributed than - income. This paper examines levels of household - income inequality in rural {I}ndia using data from - in-depth village surveys conducted in eight villages - from four States of the country. Although the - data-set is relatively small, the exercise is rather - unique because of the lack of regular survey data on - household incomes for rural {I}ndia. The Gini - coefficient is used as a summary measure of income - inequality. Our estimates show high values of the - Gini (close to 0.60) in these eight villages; these - are comparable to levels reported for Latin - America. Brick kilns in India are a major destination for migrant labourers, who are tied to them for the production season after accepting advance wages from agents. Based on the livelihood conditions of the migrant labourers and their indebtedness, this paper points out these migrations have to be seen as forced. The labourers remain in inter-kiln circulation, but are prevented from moving on because of their limited skills and social networks. They return home to repay a never-ending debt and again receive advance wages for the next season--renewing a cycle of debt and migration for survival. +}, + Publisher = {Economic and Political Weekly}, + Type = {Journal}, + } + +@article{halvorsen1980, + title = {The Interpretation of Dummy Variables in Semilogarithmic Equations}, + author = {Halvorsen, Robert and Palmquist, Raymond}, + journal = {The American Economic Review}, + volume = {70}, + number = {3}, + pages = {pp. 474-475}, + url = {http://www.jstor.org/stable/1805237}, + year = {1980}, + } + +@Book{unpress2012, + author = {United Nations}, + title = {UN Secretary-General Appoints 27 Global Leaders to + Head Worldwide Effort to Address Child Malnutrition}, + publisher = {United Nations Press Release}, + year = {2012}, + month = {April}, + url = {http://scalingup.staging.wpengine.com/wp-content/uploads/2012/09/120410-SUN-Lead-Group-release-SG-Appoints-27-leaders-to-head-SUN.pdf}, +} + + + +@Article{judithrichter2015, + author = {Judith Richter}, + title = {Conflicts of Interest and Global Health and + Nutrition Governance: The Illusion of Robust + Principles}, + journal = {The British Medical Journal}, + year = {2015}, + month = {Feb}, + url = {http://www.bmj.com/content/349/bmj.g5457/rr}, +} + +@article{moodie2013profits, + title = {Profits and Pandemics: Prevention of Harmful Effects + of Tobacco, Alcohol, and Ultra-processed Food and + Drink Industries}, + author = {Moodie, Rob and Stuckler, David and Monteiro, Carlos + and Sheron, Nick and Neal, Bruce and Thamarangsi, + Thaksaphon and Lincoln, Paul and Casswell, Sally}, + journal = {The Lancet}, + volume = {381}, + number = {9867}, + pages = {670--679}, + year = {2013}, +} + +@article{Rowe01052009, + author = {Rowe, Sylvia and Alexander, Nick and Clydesdale, + Fergus M and Applebaum, Rhona S and Atkinson, + Stephanie and Black, Richard M and Dwyer, Johanna T + and Hentges, Eric and Higley, Nancy A and Lefevre, + Michael and Lupton, Joanne R and Miller, Sanford A + and Tancredi, Doris L and Weaver, Connie M and + Woteki, Catherine E and Wedral, Elaine}, + title = {Funding Food Science and Nutrition Research: + Financial Conflicts and Scientific Integrity}, + year = {2009}, + month = {April}, + URL = + {http://ajcn.nutrition.org/content/early/2009/04/08/ajcn.2009.27604.abstract}, + journal = {The American Journal of Clinical Nutrition}, + pages = {1285--1291}, +} + +@book{mckeon2014food, + title={Food Security Governance: Empowering Communities, Regulating Corporations}, + author={McKeon, Nora}, + year={2014}, + publisher={Routledge, London} +} + + +@Book{longhurst2010, + author = {Richard Longhurst}, + title = {Global Leadership for Nutrition: The UN's Standing + Committee on Nutrition (SCN) and its Contributions}, + publisher = {Institute of Development Studies, Sussex}, + year = {2010}, + series = {IDS Discussion Paper 390}, +} +
