It is the aspect of food security as affected by food availability and income shifts which is the focus of this paper. The paper argues that the undeclared aim of these policies appears to be the restricting of domestic income growth and absorption of the products of developed countries by the populations of developing countries in order to release resources for growth of the exportable products demanded by the developed world. In support of this the paper looks at the international division of labour in agricultural production in a historical perspective and contends that the theory of comparative advantage cannot explain either the history or the pattern of international specialisation because it contains a logical fallacy: relative costs cannot be defined at all for a large range of trade relations.
